STUDENT VISA:
If you have a valid Student Visa stamped on your passport you are allowed to book a one way flight ticket to Canada.
Also, if you think logically, if you are going for a one year or 2 years of Masters study or 3-4 years of Bachelor Study, you will definitely not be sure, when you will be travelling back to your home country.
WORK PERMIT:
Same is the case for Work Permit, as your Work Permit might be a closed permit ie, LMIA or LMIA exempt which can be for 1 or 2 years or it can be a Post Study Work Permit which can be for a 2-3 years.
Even in this scenario, you are allowed to take a one way ticket while your journey to Canada.
All in all, In Student Visa, Work Permit, PR or Start up Visa, you are allowed to have a one way ticket to Canada. Having said that, only in case of Visitor Visa you should be have a return ticket as that is a Temporary Permit given to you for vist, Business meetings or tourism.
