The purpose of Visitor Visa in Canada is for leisure or vacation or meeting a friend / family. When you apply for a Canadian Tourist / Visitor Visa, they always seek an elucidation in a letter declaring the purpose of travel to Canada.
I am sure, if you mention that you wish to work in Canada on Visitor Visa, the Immigration will certainly reject your Visitor Visa.
Additionally, you can also apply for Business Visa. This visa again allows you to attend conferences, conduct Business meetings, handshaking with customers / vendors, knowing the Canadian business market and other. Having said that, you are strictly forbidden to perform work or take up a job in Canada on Business Visa as well. You can lay the foundation of your business or do a ground work for business but you cannot earn money or charge fees which the visit to Canada.
If you wish to work in Canada, you will need to apply for Work Permit which is LMIA Work Permit. For this, you will need an Employer from Canada who is a genuine employer who wishes to hire your services. Also, make sure, that the Employer has to fulfil certain criteria to sponsor your Work permit.
All in all, you cannot work on Visitor Visa or Business visa but you will need to apply for a Work permit in Canada.
