Once a Visa Application is been denied for Student Permit, Work Permit, PR or any even Temporary Permit like Tourist Visa; it remains active in the system for 10 years. Immigration maintains data of migrants, applicants for a period of 10 years.
Even when you are applying for any Visa in Canada, in the application form, generally there is a section which will ask you to declare your immigration history for the last 10 years. It will also ask you, if you have any visa rejections in any other countries as well.
Thus, Canada will populate the immigration history for the last ten years and then decide on the immigration decision.
Having said that, based on my experience, if you have a rejection of Tourist Visa, Work Permit, Student Visa or even Permanent Residency; you are allowed apply for the GCMS Notes or CAIPS Notes. These notes is nothing but the immigration officer’s diary which will mention all the comments, observations and findings of the immigration officers.
